on 11 december 1907, original parliament house burned ground, along other parliament buildings except library. liberal government took opportunity redesign seat of government, unified buildings in permanent materials politicians , supporting administration. museum allowed , public servants move across old government buildings on lambton quay.
a competition find replacement design announced prime minister joseph ward in february 1911 , 33 designs entered. winning design, government architect john campbell, selected colonel vernon, former government architect new south wales. of campbell s entries won fourth place, actual design combination of both entries. design divided 2 stages. first half, neoclassical building, contained both chambers , second half bellamy s , new gothic revival library replace existing one.
despite cost concerns, prime minister william massey let construction of first stage begin in 1914, without of roof ornamentation or roof domes. outbreak of world war created labour , material shortages made construction difficult. although building unfinished, mps moved in 1918 avoid having use old, cramped government house (which housed governor). in 1922, first stage completed; second stage never built.
1990s restoration , strengthening
restoration of parliament house, 31 august 1992
during 1980s, there discussions earthquake risk, , parliament house had started shabby. there discussion having building torn down. in 1989, new zealand historic places trust (now known heritage new zealand) assigned highest heritage rating building – category i. helped convince decision makers have building strengthened , renovated, , new zealand s largest heritage building conservation project began. in 1991, members moved across bowen house, temporary debating chamber had been built. base isolation installed, , @ peak, 400 workers on site plus additional 300 people working offsite on project. renovated building officially opened in november 1995 queen elizabeth ii, queen of new zealand, after comprehensive strengthening , refurbishment. parliamentarians had first session in renovated building in february 1996.
the intention of liberal government had been design implemented in stages, resulting in coherent architectural setting. instead, heritage new zealand remarks, setting has been achieved has little aesthetic or architectural coherence , through construction of beehive instead of completion of parliament house.
