the hallmark of khosrow s bureaucratic reform creation of new social class. before, sasanian empire consisted of 3 social classes, magi, nobles, , peasants/commoners. khosrow added fourth class hierarchy between nobles , peasants, called deghans. deghans small land owning citizens of sasanian empire , considered lower nobility.


khosrow promoted honest government officials based on trust , honesty, rather corrupt nobles , magi. small landowning deghans favored on high nobles because tended more trustworthy , owned loyalty shah position in bureaucracy. rise of deghans became backbone of empire because held majority of land , positions in local , provincial administration.


the reduction of power of great families helped improve empire. because previously, each great family ruled large chunk of land , each had own king. name shahanshah, meaning king of kings, derived fact there many feudal kings in sasanian persia shahanshah ruler of them all. fall power meant control redirected central government , taxes came central government rather local nobility.
