in november 2011, spencer won first term suffolk county legislator of 18th legislative district, , re-elected second, third, , fourth terms in 2013, 2015, , 2017. first physician serve on legislature, maintaining public health , crafting science-based public policy has been main focus spencer.


as member of suffolk county legislature, spencer serves chair of health committee, vice chair of ways & means committee, , member of public safety committee.

in 2014, spencer introduced , passed legislation further strengthen suffolk county laws protecting residents dangers of hydraulic fracturing waste. ir 1117-2014 prohibits introduction of hydro-fracking waste waste water treatment facilities in county, prohibits sale of hydro-fracking waste in suffolk, , prohibits application of such waste on roadways , properties in suffolk.

in march 2013, spencer passed first in nation comprehensive energy drink action plan. 3 part plan aims protect suffolk county s youth dangers of caffeine toxicity associated energy drinks, prohibits direct marketing of energy drinks minors, prohibits sale , distribution of energy drinks minors in county parks, , created truth stimulant drinks public education campaign , psa contest. .


since spencer s legislation passed, topic has gained increased advocacy , national attention. guidelines , restrictions enacted suffolk county have been adopted recommendations suffolk county medical society, new york state medical society, , american medical association.


in july 2013, spencer invited testify @ united states senate commerce committee senator jay rockefeller of west virginia, discuss insights on dangers of energy drink consumption , marketing.


in april 2014, invited present guest lecturer @ yale rudd center food policy & obesity @ yale university discuss experience powerful energy drink lobby, , how develop , garner support effective public health policy.


tobacco 21

in 2014, suffolk county joined growing list of municipalities across nation passing laws increase tobacco purchasing age in suffolk county 21. ir 1039-2014, sponsored spencer, prohibits sale of traditional , non-traditional tobacco products individuals under 21. such products include cigarettes, chewing tobacco, e-cigarettes, liquid nicotine, rolling papers, , smoking apparatuses.


powdered caffeine

in late 2014, spencer co-sponsored resolution colleague, presiding officer duwayne gregory ban sale of powdered caffeine minors in suffolk county. highly potent substance, 100% caffeine, has been linked @ least 2 deaths in united states. after passage of legislation, dr. spencer joined group of advocates meet fda , 5 senators , discuss dangers posed powdered caffeine products. since delegation, fda has taken action against 5 distributors, warning them product labeled hazardous , appropriate measures must taken clarify safe dosage.
