the first congress of eplf occurred in january 1977 , formally set out policies of new organization. @ first meeting secretary-general , assistant secretary-general elected , program adopted. program targeted liberalization of women s rights broad educational policy maintaining every language , improving literacy. set out boundaries of liberated eritrean state based on colonial treaties of italy.


the second congress in 1987 brought eplf , eritrean liberation front/central leadership (also referred central command, cc) in called unity congress. culmination of negotiations on 3 years had brought 2 fighting forces in october 1986 under unified command. on congress, isaias afewerki replaced secretary-general ramadan nur. subsequently, movement abandoned of formerly marxist–leninist ideology, in favour of own revolutionary left-wing concept , more comprehensive , pragmatic approach unite eritrean nationalists.


the third , last congress of eplf held in 1994 in asmara. important converted front military organization purely political movement. @ congress, name of organization changed people s front democracy , justice (pfdj).
