in late 2004, john tory chosen replace ernie eves leader of progressive conservative party of ontario. principal secretary former pc premier bill davis, tory regarded more moderate mike harris , rural mpps made majority of caucus. mcguinty s liberals ran candidate against tory during latter s successful bid enter legislature. howard hampton continued lead ndp. though tory out-polled mcguinty in category of preferred premier, liberals held lead on progressive conservatives, while ndp held around 20% support.


in october 2006, mcguinty liberals held last annual general meeting before 2007 election. event set in place several key elements of reelection strategy. first, american political consultant james carville advised liberal activists stick simple message in next election. second, party elected long-time activist gord pheneuf new president. finally, premier mcguinty laid out theme of next campaign: standing ontario families.
