in september 2009 tropical storm ketsana hit metro manila , dumped 1 month s rainfall in less 24 hours, causing marikina river system, including manggahan floodway, burst banks rapidly. thought blocked pipes , poorly maintained sewer system, along uncollected domestic waste, major contributory factors in speed flood waters able engulf surrounding area.
illegal settlers blamed flooding since houses reduce effective width , blocked flow of floodway. during height of storm, marikina river had flow of 3000 m³/s (106,000 ft³/s), , head of national hydraulic research center stated floodway have handled flow without overflowing if there no settlers on banks.
consequently, in february 2010, president gloria macapagal-arroyo revoked proclamation 160 reserved 20 parcels of land along floodway 6,700 urban poor families, , ordered forcible relocation of illegal settlers houses blocking waterway laguna de bay.
