in august 1947, shoup became commanding officer, service command, fleet marine force, pacific. in june 1949, assigned 1st marine division @ camp pendleton chief of staff. in july 1950, transferred quantico served commanding officer of basic school.


in april 1952, shoup became assistant fiscal director in office of fiscal director, headquarters marine corps. in capacity, shoup served under major general william p. t. hill, quartermaster general. shoup ordered marine corps commandant general lemuel c. shepherd establish new fiscal office independent of hill s authority. shoup , hill clashed frequently, shoup nonetheless able establish new, independent fiscal division. promoted brigadier general in april 1953, , in july became fiscal director of marine corps. involved in fiscal strategy hearings before u.s. congress, , established programming system officers researched , thought out programs before bringing them congress. idea met resistance marine leaders favored going hill figure out details of programs. while serving in capacity, promoted major general in september 1955.


shoup began brief assignment inspector general recruit training in may 1956 after being ordered commandant randolph m. pate following ribbon creek incident, involved accidental drowning of 6 recruits during training march. marine leaders investigating, favored shoup s recommendation of not covering incident. supported overhaul of recruit training marine corps in response.


following this, served inspector general of marine corps september 1956 until may 1957. returned camp pendleton in june become commanding general of 1st marine division. became commanding general of 3rd marine division on okinawa in march 1958. following return united states in may 1959, served commanding general of marine corps recruit depot, parris island, until october 1959. during time, served president of 2nd marine division association.
