the parties progressively establish free trade area known deep , comprehensive free trade area (dcfta) on transitional period of maximum of 10 years starting entry force of agreement.

each party reduce or eliminate customs duties on originating goods of other party. ukraine eliminate customs duties on imports worn clothing , other worn articles. both parties not institute or maintain customs duties, taxes or other measures having equivalent effect imposed on, or in connection with, exportation of goods territory of each other. existing customs duties or measures having equivalent effect applied ukraine phased out on transitional period. each party restricted maintaining, introducing or reintroducing export subsidies or other measures equivalent effect on agricultural goods destined territory of other party.

the parties establish expert-level dialogue on trade remedies forum cooperation in trade remedies matters. dialogue seek enhance party s knowledge , understanding of other party s trade remedy laws, policies , practices; improve cooperation between parties authorities having responsibility trade remedies matters; discuss international developments in area of trade defence; , cooperate on other trade remedies matter.

the parties strengthen cooperation in field of technical regulations, standards, metrology, market surveillance, accreditation , conformity assessment procedures view increase mutual understanding of respective systems , facilitate access respective markets. in cooperation, parties seek identify, develop , promote trade-facilitating initiatives may include: reinforcement of regulatory cooperation through exchange of information, experience , data; scientific , technical cooperation, view improve quality of technical regulations, standards, testing, market surveillance, certification, , accreditation, , making efficient use of regulatory resources; promote , encourage cooperation between respective organisations, public or private, responsible metrology, standardisation, testing, market surveillance, certification , accreditation; foster development of quality infrastructure standardisation, metrology, accreditation, conformity assessment , market surveillance system in ukraine; promote ukrainian participation in work of related european organisations; , seek solutions trade barriers may arise; coordinate positions in international trade , regulatory organisations such wto , united nations economic commission europe (un-ece).

ukraine take necessary measures in order gradually achieve conformity eu technical regulations , eu standardisation, metrology, accreditation, conformity assessment procedures , market surveillance system, , undertakes follow principles , practices laid down in relevant eu decisions , regulations. purpose ukraine will:

incorporate relevant eu acquis legislation;
make administrative , institutional reforms necessary implement association agreement , agreement on conformity assessment , acceptance of industrial products (acaa); and
provide effective , transparent administrative system required implementation of these matters.

while work on signing deep , comprehensive free trade agreement between ukraine , eu first began in 1999, formal negotiations between ukrainian government , eu trade commissioner not launched until 18 february 2008. of may 2011 there remained 3 outstanding issues resolved in free trade deal: quotas on ukrainian grain exports, access eu s services market , geographical names of ukrainian commodities. aside these issues, deal ready. despite outstanding issues, ukraine ready sign agreement stood. although wanted stronger wording on enlargement prospects , access eu market truckers, ukraine had more many other candidates @ equivalent stage of process. finalised agreement initialed on 19 july 2012. ratification of dcfta, aa, has been stalled eu on concerns on rule of law in ukraine. includes application of selective justice, amending electoral laws. result, role of ukrainian oligarchs in sanctioning agreement questioned.
