the ministry of transport (mot) had trouble purchasing land required complete route past winchester. land required, east of city on twyford down, owned winchester college, refused sell land government because part water meadow. desired route, however, had been chosen avoid st. catherine s hill, , pass south. proposals made tunnel through twyford down, estimated cost £75 million more estimated cost cutting, , government dismissed plans. final route chosen ran south of st. catherine s hill, taking 1.91 hectares (4.7 acres) (approximately 4.5%) of site of special scientific interest (sssi), , went public inquiry in 1985, planning officer of winchester city council described route bold , imaginative solution in february 1992, m3 improved between southampton , compton, , afterwards work began on clearing route across down. part of contract stipulated old bypass removed , restored nature, restoring direct access st. catherine s hill.
