under soulbury constitution consisted of ceylon independence act, 1947 , ceylon (constitution , independence) orders in council 1947, ceylon (as sri lanka known then) became constitutional monarchy parliamentary form of government. monarch of ceylon, served head of state, represented governor-general prime minister serving head of government. governor-general replaced position of british governor of ceylon excised executive control on entire island since 1815. in 1972, new republican constitution, declared sri lanka republic , monarchy abolished. thereby office of governor-general replaced of president head of state , prime minister continuing serve head of government.


in 1978, second amendment constitution moved westminster system presidential system president serving both head of state , head of government. elected presidency longer term , independence parliament created. president commander-in-chief of armed forces, head of cabinet of ministers , dissolve parliament (after 1 year has passed since convening of parliament after parliamentary election). prime minister serve deputy president , successor.


sri lankan presidents involved every aspect of government , able hold cabinet portfolios, or can bypass cabinet posts delegating decisions presidential secretariat.


the seventeenth constitutional amendment of 2001 reduced powers of president in particular in regard appointment of upper judiciary , independent commissions such election commission or bribery , corruption commission.


in 2010, eighteenth amendment constitution removed limit number of terms incumbent president can stand re-election of president. removed 2 term limit existed allowing incumbent president serve multiple terms increasing power replacing broader constitutional council limited parliamentary council.


the nineteenth constitutional amendment implemented restrictions on powers of presidency removing of changes made eighteenth amendment. limited presidency two, 5 year terms. amendment mandates president consult prime minister on ministerial appointments. curtails president’s immunity making him liable fundamental rights litigation on official act.
